Eng. Fahel held a M.Sc in Computer Science and B.Sc in Electrical Engineering. He is the Director of the Center for Continuing Education and Community Service at QOU and a lecturer in Ramallah branch. Eng. Fahel was the head of the training and development department at the QOU for more than 7 years, during which he supervised the internal and external training at the university and developing the training system by assessing the return on investment and development of human resources at the university. He supervised several training and development projects during that period.
